Function has_cluster_prefix 

pub fn has_cluster_prefix(name: &str) -> bool

The name test of is_a_cluster (lib/common/utils.c): strncasecmp(name, "cluster", 7).

This compares bytes, as C does. Slicing the str at byte 7 instead panics when byte 7 falls inside a multi-byte character (issue #165).
